Mr Kwok Hoi-kit Victor, Deputy Research Director of Our Hong Kong Foundation, visited The Education University of Hong Kong on 20 November 2025 to deliver a guest lecture titled “Chinese Leadership — Advancing Smart Education and Policy Development: Strengthening Hong Kong’s Future Competitiveness”. Hosted by Dr Ho Chun-sing, the lecture focused on the core ideas of Chinese leadership and explored how policy development can be integrated with values to deepen the education sector’s understanding of leadership development and provide forward-looking insights into enhancing Hong Kong’s competitiveness in a diverse environment.
Mr Kwok examined how China, amid the evolving global landscape, is strengthening its global leadership through profound cultural heritage and strategic wisdom. Drawing on his experience serving in various public roles, including as a member of the All-China Youth Federation and the HKSAR Government’s Committee on Innovation, Technology and Industry Development, as well as his long-standing research on youth, education, technology, and Greater Bay Area policies, he shared valuable insights into policy research and management practice. His sharing encouraged participants to reflect on the challenges and opportunities of Chinese leadership in diverse contexts.
He emphasised that, in the face of future social needs and talent competition, integrating policy with values is key to demonstrating the influence of leadership. Leaders should connect this understanding with their own professional fields, carefully examine Hong Kong’s strategic role in the country’s future development, and continuously enhance Hong Kong’s overall competitive advantage through the alignment of smart education and policy development.
Promoting the innovative development of leadership education requires greater exchange and collaboration between educators and industry practitioners. By connecting his think tank research with real-life cases, Mr Kwok vividly illustrated China’s growing influence in both policy and values. His sharing not only inspired participants to reflect on how they could enhance leadership within their own fields, but also provided valuable wisdom and momentum for students’ future practice and development.
